Partnership between NGOs and local self-government: how to deliver social services to the consumer?

Social services are not easily accessible to people living in remote areas of Kyrgyzstan. Adults and children with disabilities face the challenges either to be content with meager set provided by the raion center, or go to the capital for better medical service, but the problem is money. Responsible ministries are not able to deliver all social services to the consumers by a number of reasons. So what to do? Nothing to invent - there is a ready recipe – to delegate social services to local self-governments (together with funds). In its turn they can attract local social NGOs and cooperate together in addressing the local issues. It means state (municipal) social order, which is used in practice in Kyrgyzstan, when Local self-government bodies (mayor's office or aiyl okmotu) are considered customers and NGOs can be performers.

Development Policy Institute held the final «round table» on the results of the implementation of the project on social order on the LSG level in collaboration with the GIZ/Fonds Project on November 13, 2015 in Bishkek. Representatives of all pilot 11 municipalities and NGO took part in the round table. 

The remote municipalities like Kargalyk, Sumbula and Toguz-Bulak ayil aimaks were pioneers: they took a chance to provide services to children, including those with disabilities. For instance, the daily rehabilitation center for children with disabilities was opened in Kargalyk ayil aimak, which is of 160 kilometers far from the regional center and 650 kilometers far from Bishkek. Thanks to this chance, almost all children with disabilities living in this and neighboring areas took the good opportunity to undergo the intensive rehabilitation and socialization, along with trained teachers, tutors, a psychologist and a speech therapist. 

Another example showed that with the joint efforts of LSG bodies and local NGO, the problem of a lack of pre-school education can be addressed. Thanks to the implementation of the Project of Opening the center of pre-school education in the village of Sary-Dobo in Sumbula municipality, around 80 children got the  opportunity to be fully prepare for the school.

In addition, participants of the round table will be introduced with the boy living in Batken oblast, who suffers from cerebral palsy, and who obtained a good opportunity for a new life while he was visiting the rehabilitation center in Toguz-Bulak ayil aimak which was opened within the framework of the project Partnership between NGO and LSG in addressing priority issues of local communities based on municipal social procurement. 

Besides, the representatives of LSG and NGOs will share their success stories, challenges they faced while implementing their projects and will tell about ways out. And, there will be demonstrated a film on the implementation of the social order through NGOs in 11 municipalities within the country.
