Development Policy Institute (DPI) (www.dpi.kg) was created in 2009 by Kyrgyz experts in the field of local self-government (LSG) and community development, with many years of experience and expertise. Since its establishment DPI implemented over 50 various projects and activities in the projects framework were implemented both at local and National levels. DPI’s expert team include 40 experienced experts in various field of LSG, regional development and public finance. DPI legal experts are the main developers of the national legislation on municipal property, the authors of Chapter VIII of the Constitution of KR, devoted to LSG issues, regulations on financial and economic basis of LSG and other regulations on government decentralization. DPI experts participate in all intergovernmental working groups relating to LSG and regional development.

Currently DPI has an active partnership with over 250 LSGs. DPI’s vast fieldwork allows to maintain a close working relationship with all stakeholders at local level. DPI has four regional offices in Issyk-Kul, Naryn, Osh and Djalal-Abad regions.
Development Policy Institute has wide range of partners who are involved in LSG development issues including local economic development in the Kyrgyz Republic as well as abroad. DPI’s partners list includes various government bodies and agencies of Kyrgyz Republic such as the Jogorku Kenesh (the Parliament), the Apparatus of the Government, the Ministry of Finance, the Ministry of Economy, Agency on Development and Investing of communities (ARIS), the Union of Municipalities. Besides DPI has partners outside of Kyrgyzstan such as the Association of Municipalities of Latvia, Financial University of Ministry of Finance of Russia, and many other NGOs.
Development Strategy of the Public Association “Development Policy Institute” for 2021-2025. In 2015, DPI adopted the organization’s Development Strategy for 2015-2019. This document describes the follow-on development strategy of DPI for the period 2021-2025. At the time of this Strategy preparation, DPI was established as a sustainable and influential organization with a wide network of cooperation and partners, enjoying a well-deserved authority in the government, non-profit and business structures.Print version
