• Assess needs of local governments in Batken, Jalalabad and Osh oblasts for better coordination of donor’s technical assistance

• Survey of local governments.
• Focus-groups discussions.
• Meeting with experts.
• Needs assessment design, including findings, analysis and recommendations;
• and presentation to donor’s community and Local stake-holders.
