On April 28, 2026, representatives of the Development Policy Institute (DPI) took part in the international scientific and practical conference “Modern Trends in the Development of Public and Municipal Administration,” dedicated to the 30th anniversary of the Faculty of Public and Municipal Administration of Kyrgyz National University named after Jusup Balasagyn.
The purpose of the conference was to develop mechanisms for improving governance efficiency through integrating research results, advanced experience, and practical activities into the educational process, as well as to discuss current issues and formulate proposals for improving the system of public and municipal administration.
As part of the conference, Development Policy Institute expert Bakytbek Aitkulov presented a report on “Digital Tools in Municipal Governance,” where he shared the practical experience of local self-government bodies of Kyrgyzstan in the field of digitalization.
Special attention was paid to digital tools that are widely used today by local self-government bodies in the Kyrgyz Republic.
One of the most important digital tools in municipal governance today is the AIS “Sanarip Aimak.” The Development Policy Institute also participated in shaping the idea and implementing it under the leadership of the State Agency for Civil Service and Local Self-Government Affairs under the Cabinet of Ministers of the Kyrgyz Republic.
This module is designed to automate the business processes of local self-government bodies and local state administrations. The system ensures the collection, storage, processing, and provision of real-time data necessary for planning and forecasting the socio-economic development of territories and districts of the Kyrgyz Republic.
“Local self-government bodies enter into the system data characterizing the territory, population, level of services provided, infrastructure condition, as well as indicators of economic and inclusive development, spatial planning, environment, and resources. As a result of using the system, local self-government bodies improve the quality of planning based on real data and receive analytical reports and strategic documents, including the Socio-Economic Development Programme (SEDP) and the Action Plan for its implementation”, – said Nurdin Kumushbekov.
In addition, the system allows tracking the implementation of strategic documents by generating monitoring reports and action plans with marks on completed activities. Local self-government bodies actively work with this system, filling it with the necessary data for further work.
Bakyt Aitkulov also presented to academic representatives a DPI development prepared within the framework of cooperation with the Ministry of Finance of the Kyrgyz Republic. This is the web application “Citizen Budget Online” (https://gb.minfin.kg), where each local self-government body can publish information on local budget revenues and expenditures in a form understandable to citizens and give citizens the opportunity to ask questions. Today, almost all local self-government bodies use this tool in their work.
Following the event, representatives of the Development Policy Institute – Bakytbek Aitkulov and Nurdin Kumushbekov – were awarded certificates for active participation in the international scientific and practical conference.
DPI welcomes such events where a space is created for the exchange of experience and knowledge, where at the intersection of science, theory, and practice the most effective municipal governance tools are identified, their strengths and weaknesses are discussed, and the need for new technologies for even more effective work of local self-government bodies is determined.
