Investment Impact of the District SEDP: Capsule Laid for the “AgroKush Kemin” Poultry Complex

On 25 October 2025, a ceremonial capsule laying took place in the city of Kemin, marking the start of construction of the new “AgroKush Kemin” poultry complex. The event was organized by the Kemin District State Administration as part of the implementation of the district’s Socio-Economic Development Programme (SEDP).

The “AgroKush Kemin” project is closely aligned with the SEDP priorities for 2025–2027, which emphasize food security, development of the processing industry, and creation of sustainable jobs. The agro-industrial sector is identified as a key specialization of the district, and the new complex will strengthen local value chains, support feed production, expand cooperation with farmers, and boost employment. The Coordination Council under the local administration played an important role in shaping the project, ensuring effective dialogue between government, business, and civil society.

The ceremony was attended by Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic – Minister of Water Resources, Agriculture and Processing Industry Bakyt TOROBAYEV, Plenipotentiary Representative of the President in Chui Region Kanat DZHUMAGAZIEV, IFC Country Manager for Kyrgyzstan Dmitry PYATACHENKO, business representatives, local authorities, civil society organizations and media.

According to Bakyt TOROBAYEV, the new complex will significantly reduce dependence on imported poultry meat: “The facility will strengthen food security and create new jobs. Within two years after its launch, it will supply up to 80 thousand tons of poultry meat annually – the volume we currently import.”

General Director of AgroKush LLC Askat ABDRAKHMANOV noted that the project includes construction of a hatchery, poultry-growing facilities, a feed mill with laboratory infrastructure, and a storage facility for finished products. The company plans to purchase up to 65,000 tons of corn and wheat annually from local farmers.

IFC Country Manager Dmitry PYATACHENKO emphasized the importance of the project for local economic development: This project integrates local farmers into the value chain and strengthens the entire food sector. Effective public–private partnerships like this generate tangible results.”

First Deputy Akim of Kemin District Zhalyn ZHUMABEKOV highlighted the district’s support: “A 68-hectare site of the former linoleum plant was converted into industrial land for this purpose. The complex will include 24 poultry farms producing 350–360 thousand chickens per month and create around 100 jobs. Construction is expected to be completed by 2027.”

At the end of the ceremony, officials signed a commemorative note, placed it inside the capsule and laid it into the symbolic foundation of the future complex.
