On October 1, 2021, a meeting of the Advisory Board of SDC-funded VAP and PSI projects was held to discuss the development of local self-government in the Kyrgyz Republic.
The meeting was attended by representatives of the State Agency for Regional Development under the Ministry of Agriculture, Water Resources and Regional Development of the Kyrgyz Republic, the LSG Union of the KR, local self-government bodies, the State Personnel Service, the Ministry of Economy and Finance of the KR, the Development Policy Institute, the Local Governance Academy of Central Asia.
Deputy Director of the State Agency for Regional Development R. Alykulov presented the topic on "The development of LSG: the view of the SARD on the current state, main achievements, including those projects supported by the Government of Switzerland (VAP and PSI). Problems and unresolved issues. Opportunities and ways to achieve". He dwelt in detail on the history of the development of local self-government, its current conditions, the status of SARD and digital solutions implemented in the municipal government system. He paid special attention on the capabilities of AIS "Sanarip Aimak", on the additional modules of the system planned for development.
Director of the LSG Union of the KR B. Orozbayev elaborated the achievements and challenges in the development of local self-government, and also focused on the basic principles of the Swiss Government's support for the LSG Union: support for systemic changes, the principle of "national level result", support for LSG Union in accordance with the development strategy of the organization.
Stats-Secretary of the State Personnel Service B. Sagynbayev presented a report on increasing the capacity of local self-government bodies, reviewing the practice of the State Personnel Service (state order), achievements and tasks, opportunities and ways of achieving.
The vision of the future system of professional development of municipal employees and strengthening the potential of deputies of local councils was presented by the Chairwoman of the Board of the DPI N. Dobretsova.
The participants were also presented the main activities of the Local Governance Academy of Central Asia and the Portal of the LSG best practices. Acting Director A. Dzhunushalieva elaborated on the work planned by the Academy to increase the potential of municipal employees.
Representatives of local authorities shared their experience of working with the LSG Union, the Projects of VAP and PSI, the Portal of LSG best practices, and also expressed support the Academy to organize the trainings for municipal employees.
