DPI and State Leasing Company Signed a Memorandum of Cooperation

On March 3, 2026, a Memorandum of Understanding and Cooperation was signed in Bishkek between State Leasing Company and the Development Policy Institute. The Memorandum was signed by Temirbekov Meder, Chairman of the Board of the SLC, and Bekbolot Bekiev, Acting Chairman of the Board of the DPI.

The purpose of the cooperation is to support the implementation of priority state programs for the development of local self-government and regions of the Kyrgyz Republic, as well as to strengthen the material and technical base of local self-government (LSG) bodies through the use of state leasing instruments.

The partnership provides the implementation of joint projects and programs, organization of information and awareness-raising events on leasing mechanisms, provision of advisory support to LSG representatives, exchange of analytical and statistical information, as well as the establishment of working groups and development of joint action plans.

Each party will bear its own costs related to the implementation of initiatives, unless otherwise agreed.

It is expected that the cooperation will expand LSG bodies’ access to modern financial instruments, enhance their investment readiness and improve the quality of public services, thereby contributing in the long term to sustainable territorial development and improved living conditions for the population.
