The Public Service Improvement (PSI) project is a long-term initiative funded by the Government of Switzerland and implemented by Helvetas and the Development Policy Institute.
Launched in 2015, the PSI project aims to enhance the quality and accessibility of public services through systemic changes at the local level. The project initially focused on selected municipalities in Jalal-Abad and Issyk-Kul oblasts, working to improve service planning, provision, and supervision while fostering collaboration with service providers.
- Phase I (2015 – 2019)
In its first phase, PSI introduced sustainable, effective, efficient, accountable, and responsive management solutions in targeted municipalities to address citizens' real needs and deliver tangible service improvements. A unique methodology was developed and successfully tested, enabling local self-governments (LSGs) to better plan, manage, and provide services based on local priorities. Pilot municipalities applied the Service Improvement Planning (SIAP) methodology, resulting in sustainable services for drinking water, waste collection, pre-school education, street maintenance, street lighting, administrative services, culture, physical recreation, and more.
- Phase II (2019 – 2024)
Building on the successes of Phase I, the second phase focused on deepening, replicating, and scaling up tested models and solutions. PSI piloted inter-municipal cooperation to address local issues such as waste management, drinking water supply, and local road maintenance, seeking optimal models for economically and organizationally effective services while preserving natural resources. The project also strengthened national mechanisms for knowledge dissemination and learning, including the LSG Union and Local Governance Academy in Central Asia, expanding outreach and replicating best practices nationwide.
- Phase III (2024 – 2028)
The upcoming third phase will focus on sustaining results and effectively utilizing already allocated resources. It will support key national partners in their development and assist LSGs during the transition and post-administrative-territorial reform (ATR), providing long-term, reliable support to municipalities beyond the project’s lifecycle. Geographically, the project covers six districts in the Jalal-Abad, Issyk-Kul, Chui, and Talas regions. The main focus of the support is on issues related to the sustainable management of municipal waste collection, transportation, and disposal, which require regional municipal waste management programs.
