EGED: Invitation to submit competitive proposals for consultancy services of a Project Coordinator for Regional Economic Growth under the EGED Programme in the Republic of Tajikistan

Duty station: Dushanbe, Republic of Tajikistan, with duty travel as required.

Public Association “Development Policy Institute” (hereinafter DPI) announces an open call for proposals for the provision of consultancy services for a Project Coordinator for Regional Economic Growth under the EGED Programme in the Republic of Tajikistan.

Scope of services and period as provided in the Terms of Reference (DOWNLOAD).

Individual consultants (where an employment contract is expected) and individual entrepreneurs acting as consultants (where a consultancy services contract is expected).

Qualification requirements as set out in the ToR.

The contract will be awarded to the bidder whose proposal best meets DPI’s requirements (the best offer)

Stage 1. Desk-based assessment.

Proposals will be scored against the following criteria (maximum 100 points):

Following Stage 1, a shortlist will be formed from candidates who meet the qualification requirements and score more than 80 points.

 

Stage 2. Interviews.

Shortlisted candidates will be interviewed online. The assessment will cover proficiency in English and Russian, command of the state Tajik language, relevant experience and qualifications. Candidates will be ranked by total score. The winner is the candidate with the highest aggregate score.

 

Stage 3. Contract negotiations.

DPI will negotiate contract terms with the winner. If negotiations do not result in a mutually acceptable outcome, DPI may invite the second or third-ranked candidates. If these negotiations also fail, the call for proposals will be re-tendered.

For the validity period of offers, consultants must adhere to their proposed rates and total price.

Payment terms. Payments will be made in line with the ToR upon DPI’s acceptance of: (i) a signed certificate/act of services rendered, (ii) an invoice, and (iii) a timesheet.

Submission documents:

The financial proposal must be in US dollars (USD) and inclusive of all costs (taxes, social insurance and other mandatory payments).

The successful candidate will be required to provide a certificate of tax residency in the Republic of Tajikistan.
