Announcement on procurement of consulting services

The deadline for submission of proposals is 5:00 p.m. (Bishkek time) on September 28, 2023.

1. Date of аannouncement: September 14, 2023.
2. Brief description of the assignment: consulting services for organizational capacity development of partners of the Coalition "For Local Self-Governance of the Kyrgyz Republic" (public association "Development Policy Institute", an association of legal entities "Union of Local Self-Governments of the Kyrgyz Republic", institution "Local Governance Academy of Central Asia") (hereinafter, “Coalition”).
3. Public Association " Development Policy Institute " (hereinafter, “DPI”) will act on behalf of the Coalition.
4. Consultants with experience in providing similar services in at least 3 countries (hereinafter – “international consultants”) - individuals, including individual entrepreneurs, and legal entities can participate.
5. Qualification requirements:

- higher education in public administration, business administration, international cooperation or other related fields;
- proven experience (minimum 5 years and minimum 3 client-organization) in the field of organizational assessment and organizational development of NGOs - should be mentioned in the CV/s or in the organization's profile;
- experience in developing analytical documents and recommendations to improve the capacity of organizations - should be mentioned in the CV/s or in the organization's profile;
- knowledge of HR, operational and financial management and strategic development of non-profit organizations;
- excellent knowledge of Russian and English.

6. LOE required to complete the assignment. Consultants must indicate the estimated time (LOE) required to complete the assignment in their financial proposal.
7. The stages of the assignment are included in the Terms of Reference (attached).
8. The financial proposal should be in US dollars and should include all costs (insurance, payment of taxes and insurance premiums, other mandatory payments, etc.).
9. The deadline for submission of proposals is 5:00 p.m. (Bishkek time) on September 28, 2023.
10. The proposal (consultant/s CV/s or organization profile and financial proposal) should be submitted via email: zakupki@dpi.kg with the subject line "Coalition. Organizational development".
11. Selection procedure. The contract shall be signed with the applicant who submitted the proposal that best meets the requirements of the organization.

Proposals will be evaluated based on the following criteria:

- proven experience (minimum 5 years and minimum 3 client-organization) in the field of organizational assessment and organizational development of NGOs - 30%;
- experience in the development of analytical documents and recommendations to improve the capacity of organizations - 30%;
- excellent knowledge of Russian and English languages - 5%;
- knowledge in HR, operational and financial management of organizations - 5%;
financial proposal -30%.
