He has over 20 years of experience in public service, private organizations and projects supported by international donor organizations.
The main competencies: developing and conducting trainings for the employees of an ayil okmotu, members of local keneshes, local communities, sharing experience of target municipalities, facilitating interaction of local self-government bodies (LSGs) with local state administrations and other stakeholders, supporting LSG bodies in ensuring budgetary transparency and local resource management, assisting in planning and implementing grant projects and programs.
Expert of the Development Policy Institute in projects funded by USAID, the Swiss government (SDC), the World Bank, the Hanns Seidel Foundation, etc.
He has the status of a high achiever for "Excellence in Local Self-Government of the Kyrgyz Republic". He was also awarded a service grade "Junior Inspector of the State Service of the Kyrgyz Republic".
He holds a BA in Economics and an MBA in Business Administration from the Kyrgyz National University.
