On the 2nd of May, 2013 in Bishkek was held a "round table" for discussion between local authorities and local communities. The event was organized by the State Agency for Local Government and Inter-Ethnic Relations of the Government of the Kyrgyz Republic and the project "Strengthening Voice and Accountability of Citizen's Participation and Oversight of Budget Processes" (SVACPOBP), which is implemented by the Development policy institute and is funded by the Government of Switzerland.

During the "round table" specialist of SVACPOBP Project  Bektur Orozbayev presented the draft of the new edition of the Charter of the local community and its innovations, the proposed changes to the Law "On Local Self-Government" and the Rules of local council and its innovations.

Deputy of Parliament of the Kyrgyz Republic, Chairman of the rule of law and the fight against crime Kenzhebek Bokoev presented the priorities of the local government and the next steps for the development of local self-government in Kyrgyzstan. "We have always and everywhere talked about the concept of the two levels. And finally we come to this - we have Jogorku Kenesh and local councils, there are 2 of the budget - national and local. Third simply not given. And now is a lot of work in these areas, "- he said.

Deputy of JK KR Esengul ISAKOV noted with regret that the distance between the government and the people is increasing every day, and that the need for continual work on the reduction of this distance. "Now we can use those same NGOs, donors, train new staff of local councils - among them many experienced experts in this field. Yeah, we all say that we must engage and teach young people that they should be given the way. But we have to recognize that the current composition of local councils is far from ideal., there are instances when the deputies or chairmen of ayul councils do not know their roles and simply interfere with AO. We criticize AO heads, but then they have limited powers now! " - He said.

The proposal for the introduction of codification and systematization in the field contributed Anarbek Ismailov, Head of the Department of Legal Support Staff of the President of the Kyrgyz Republic.

Head of section of the Local Government Organizational Inspection department of LSG of the Government of KR BAKIROV Zhetigen expressed their agreement on the need to improve the skills of AO employees, and new members of ayul councils.

Expert of UNDP project "Promoting Good Governance for Social Justice" Damira SULPIVEA expressed readiness to work in the training of deputies of local councils. "We have a ready-made modules worked out by our project. I would like to call to start the process as early as possible," - she said. Her proposal was supported by other participants, who were there.
