Local budget: how much, where and why?

During the period from 15th to 20th of February, 2013, the public hearings on budget implementation were held in three pilot municipalities of Issyk-Kul and Jalal-Abad regions. The representatives of local self-government, deputies of local councils and inhabitants of rural municipalities were invited as participants.

The subject of hearings became local budget, in particular it was considered how the funds were used in past 2012. Almost everyone were interested in how much and for what goals local budget funds were spent. Answers for these questions gave LSG specialists. In detail they told participants where local funds were addressed. 

Interesting fact was that the public hearings in Sumsar and Sakaldy ayil aimaks were attended by the representatives of other three municipalities of Jalal-Abad region, who are the partners in this Project, and in Aral ayil aimak the representatives of four other municipalities of Issyk-Kul region attended the event. Hence these events became a chance for neighbor municipalities to exchange of experience with colleagues and to gain knowledge for future at the same time.

In cooperation with village inhabitants and deputies of local councils LSG specialists determined the priority problems to be solved. Primarily these problems would be solved with local funds.

Such events were approved by local communities as it let them be assured and what more important be aware about local budget state. The positive side was that the media was also involved – the main informational sources for citizens.
