On 12 November 2015, the citizens of Sakaldy and Chon Bagish represented in focus groups discussed the elaboration of the Additional Register of municipal services. Women, youth, local activist, the socially disadvantaged, business representatives and civic organizations members formulated a number of services (mostly in the area of administration and social protection) to be considered by the local Ayil Okmoto and Ayil Kenesh.

The Additional Register of municipal services together with the Basic Register of services (defined by the KG Government) forms a Local Register of Municipal Services. Its adoption is mandatory for all KG municipalities as prescribed by the Law on Government and Municipal Services.

To this date out of 453 rural municipalities only one or two have formed Local Register of Services.

The formalization of the citizens’ request through establishment of such registers of services together with their standards is an important step in building a system in which LSGs adequately respond to the needs of their citizens.

The Public Service Improvement Project funded by the Swiss Government and implemented by HELVETAS and Development Policy Institute provides technical assistance to its pilot municipalities in Jalalabad and Yssik Kul oblast to meet this legal obligation.

A model of involving citizens in the process of formation of additional services proposals, defining of their standards as well as elaboration of necessary legal documents and process is developed jointly by the Project, municipalities and the project’s partner Legal Business Development Consulting.
