Development Policy Institute is looking for a 
National Knowledge and Dissemination Coordinator

for the Public Service Improvement project
financed by the Government of Switzerland through the Swiss Agency on Development and Cooperation
and implemented by HELVETAS and Development Policy Institute

Qualification requirements:

  • Higher education in communication, sociology, management, law or other relevant field
  • Experience in designing knowledge and learning mechanism, dissemination tools
  • Experience in multi-stakeholder coordination
  • Demonstrated ability to successfully advocate policy and systemic changes before local and national stakeholders
  • Work experience in public or municipal administration no less than 3 years and international projects no less than 5 years
  • Experience in participating in elaboration of strategic project documents, and methodologies, guidelines
  • Planning and work organization skills, human management
  • Work experience as a trainer
  • Experience in managing knowledge bases/databases/portals is an advantage
  • Possibility to travel to the pilot municipalities and regions in the country
  • Skills to work independently and as a team with others
  • Kyrgyz, Russian and English languages

MAIN RESPONSIBILITIES:​

Leads the implementation of the project’s Component 2:

  • Provides strategic guidance on project’s knowledge management and learning
  • Drafting of  projects strategic documents, guidance and tools on KNL
  • In cooperation with national stakeholders (State Agency on Local Self Government and Union of LSGs; and other relevant bodies) provides strategic input into design and coordination mechanism of nationally owned learning and dissemination mechanisms for local self-governments capacity building
  • Provides  guidance and supervises the project’s efforts in gender and social inclusion aimed interventions and knowledge management
  • Regularly follows and advises the project on relevant national legislation on local self-government, state and municipal service provision, fiscal policy and similar
  • Assure communication flow to create linkages and synergies between the two components (Component 1- Service improvement planning and implementation, and Component 2 – Knowledge management and learning)

Project Management:

  • Responsible for planning and implementation of Component 2 annual objectives and activities
  • Supports the overall management responsibility for planning, implementation, coordination, monitoring, reporting and evaluation of all program activities Establish and maintains contact with various partners on national level
  • Represents the project in learning and best practices events
  • Show readiness for frequent travels within Kyrgyzstan and to work outside office hours
  • Show good communication (oral & written) in Kyrgyz, Russian, English
  • Perform other duties as required
